In short, the current dashboard was underdeveloped and did not represent the current state environment. The team focused on real-time operational KPI measurements that directly affected the cus- tomer experience, things like emergency response times, out- of-chute times, dispatch times and turnaround times. These KPIs were measured on a real-time fractile basis us- ing 90th percentile as the goal for success. For example, the average minimum acceptable emergency response time for certain response areas was 10 minutes 90 percent of the time. Adding the fractile measure reduced the variation of response times and ensured that the service provided the same response time regardless of geographic location, at least in the over- whelming majority of the cases. These KPIs were built into the dashboard. They were displayed with color codes (green for meeting the goal and red for noncompliance with the KPI goal) and gauges that showed real-time performance, along with time series performance for month to date and year to date. In short, the dashboard and gauges allowed the leadership team to access this real-time operational awareness with a click of a button. Also, the dashboard configuration allowed built-in triggers and notifications to be sent automatically to members of the leadership team if goals were not met for a predetermined amount of time. This allowed leaders to make real-time operational corrections as issues unfolded. Figure 3 shows performance measure details for each step of the emer- gency response process. Ralph Pelaez and his daughter, Stephanie Pelaez Fowler, both have taken advantage of the Academy of Ranch Management, sponsored by the University of Florida College of Veterinary Medicine. According to The Progressive Farmer magazine, the academy provides participating ranches with a management-information system that calculates key performance indicators (KPI). The numbers might be different from what industrial and systems engineers are used to – think pounds of calf weaned per cow exposed instead of reject ratio or ambulance calls answered per hour – but they're just as important, Pelaez told the magazine during a tour of the family's ranch in Okeechobee, Florida. "We have to be profitable," Pelaez said. "This family lives off agriculture exclusively."
